We attempt to accomplish this by daily featuring Literature artists from around the community that deserve the recognition, but are not getting it. Each day we will feature 5 deviations from the Literature categories in a News Article. In order to support the artists that we feature, we ask that you  the news article as well as check out the individual pieces. For this manip I just use that two stock pics I give in the depiction.
I use this fishtail in 90% of my mermaid manips so I have a "pre-prepared" version on my HDD. So I don't have to do all the work with it new for every manip.
I work with PhotoShop CS2. The most imprtat tool for such a manip is the "Liquify" tool. With this I bend the tail until it fits.
Changing the color is easy with "Image->Adjust->Hue/Saturation"
At last some new layers for shadow and light/reflections. most with blending mode: Multiply.
